Capas History and Development

How Capas got its name? There are 3 versions:
  1. Capas-capas. The "edible flower" that grew abundantly along the Cut-Cut river banks.
  2. From a cotton tree called capas (in Aeta dialect).
  3. From the first 3 letters of the surnames of Capas' early settlers (Capitulo, Capitly, Capiendo, Capuno, Caponga, Capingian, Caparas, Capera, Capunpue, Capit, Capil, Capunfuerza, Capunpun, Caputol, Capul and Capan)
Capas history and timeline:
  • 1710 Capas Founding Year
  • 1860 A politico-military commandancia was created out of the towns of Concepcion, Bamban, Capas, Mabalacat, Porac, Floridablanca, Victoria and Tarlac.
  • 1874 The commandancia has ceased its function when Tarlac became a province.
  • 1938 During the American occupation, local chief executives then were called president but in mid 1938 it was changed back to mayor which is the title of municipal and city top leaders up to date.
  • 1942 Fall Of Bataan. On April 9th, 78, 300 soldiers (66,500 and 11,800 Americans) were forced to march from Mariveles to Camp O’Donnell at gunpoint and under the scorching heat of the sun, the infamous 5-day Death March caused about 10,000 Filipinos and 1,200 Americans to die along the way out of disease, brutal treatment, starvation and dehydration. In the end not less than 26,000 Filipino and American soldiers died. And to represent each of the brave heroes who died at Camp O’Donnell, 35 out of the 54-hectare National Shrine were planted with rows of trees.
  • 1956 It was said then that Tarlac Gov. Benigno “Ninoy” Aquino, Jr. had the idea of putting a marker in Tarlac to let travelers and tourists (from south) known they have reached the province and are bound to North. Since Capas have had a great share in World History, Cutcut then was chosen as location over Bamban – Death March Monument or replica.
  • 1960’s to 1970’s. The town was once a host to the American strategic facilities – the O’Donnell transmitter Station and the Naval transmitter station – which were instrumental to the United States’ continuous dominance over Asia. Incidentally, Capas is also the hometown of Bernabe G. Buscayno also known as “Kumander Dante” who carve out his name as the founder of the new people’s army between the late 60’s to 70s which was the turbulent period of the Philippine contemporary history.
  • 1991 Mt. Pinatubo Eruption - the tragedy which damaged approx. $250,000,000 worth of properties, killed 350 people during the eruption and 372 more from diseases and its after effects, and left more than 200,000 people homeless, has been dubbed the second-largest volcanic eruption in the 20th century and by far the largest to effect a densely populated area. By 1992, the Bases Conversion and Development Authority was created out of the R.A 7227, Proclamation No. 163.
  • 2018 Capas is a first-class municipality; one of the favorite tourist destination because of the beautiful Mt. Pinatubo crater; also known for Tinapang Talaga; and marked by the gigantic Shrine Obelisk. Cited as the location of today’s biggest and most ambitious project (New Clark City), Capas is said to be the Next City in Tarlac where smart meets green; a place for investment, harmony and sustainability.
Important developments:
  • New Clark City. An ambitious project (~9450 hectares) with various planned facilities (sports, government, residential, commercial, industrial). Filinvest GAIA, National Government Administrative Centre, NCC Sports Complex, The Residences, Athletes' Village, Food Processing Terminal and International Food Market.
  • Walter Mart Capas. Groundbreaking Dec. 18, 2018. Construction in progress. Set to open on 2020.
  • Capas Plazuela. Multi-purpose plaza in Brgy. Sto. Rosario. With picnic grounds, multi-purpose hall, sports area, playgrounds, jogging lanes & benches, water features, restrooms, health center, daycare, fire station, police station, barangay hall.

New Clark City Filinvest GAIA

Filinvest GAIA (288-hectare development) is located in Capas, Tarlac and within the New Clark City. It is situated strategically besides the National Government Administrative Center and the New Clark City Sports Complex.

Located in Central Luzon and has global connectivity through local and international routes - including NLEX, SCTEX, Clark International Airport, and Subic International Freeport. Surrounded by scenic mountain views, New Clark City is poised to be an eco-friendly, world-class metropolis.

Planned uses within GAIA are the following:
  • Industrial
  • Residential
  • Commercial Mixed-Use
  • Office Mixed-Use
  • Institutional
The development can be accessed through NLEX-SCTEX (Dolores Exit), then continue on MacArthur Highway. From Alabang it's estimated to take 2 hours and 50 minutes (from Manila it's 2 hours and 10 minutes). From Clark International Airport it's about a 1-hour travel (30 kilometres away).



Broadway Malyan was the master planner. The timeline for development is divided into phases (the industrial zone is the first phase, it's targeted to be operational by end of 2019).

100 hectares of GAIA is for industrial use (with 50 hectares for Phase 1 of the development). Permitted uses of the industrial zone (subject to review and approval):
  • Light manufacturing
  • Logistics, storage, and warehousing
  • Cold storage
  • Food processing

About power and electricity, the joint venture company of BCDA and Meralco-led consortium will take care of the power distribution. About water, it's the joint venture company of BCDA and Prime Water Infrastructure Corporation-led consortium.

About the developers:
In 2016, Filinvest Land, Inc. (FLI) and the Bases Conversion and Development Authority (BCDA) signed a joint venture agreement to develop the 288-hectare property within New Clark City.

FLI is one of the leading real estate developers in the Philippines. With more than 40 years of experience in the industry, FLI has developed more than 2,400 hectares of land and provided home for over 150,000 families over 150 projects located in 48 cities and municipalities nationwide.

BCDA is a development corporation vested with the corporate powers under Republic Act 7227 in 1992. BCDA engages in public-private partnerships to push forward vital public infrastructure asuch as tollways, airports, seaports, and also major real estate developments. It has successfully developed economic districts - Bonifacio Global City in Taguig and Newport City in Villamor Air Base - and vital infrastructure - Subic-Clark-Tarlac Expressway.

Civil Service Exam Schedule 2019

Career Service Examination, Pen and Paper Test (CSE-PPT) for Professional and Subprofessional levels (Mar. 17 and Aug. 4, 2019). Application period for Aug. 4, 2019 exam is from May 6, 2019 to June 5, 2019.

The CSE-PPT for Professional and Subprofessional levels are open to:
  • Filipino citizens, regardless of educational attainment 
  • At least 18 years old at the time of filing of application
  • Have not taken the same level of examination within three months before the date of examination.
Passing grade is at least 80.00
CSE-PPT exam coverage for Professional Level (in English and Filipino):
  • Numerical Ability (basic operations, word problems)
  • Analytical Ability (word association, identifying assumptions and conclusions, logic, data interpretation)
  • Verbal Ability (grammar and correct usage, vocabulary, paragraph organization, reading comprehension)
